Lower ms is better
Higher FPS means lower ms
Ping is your connection latency
ping depends on the server you are on and your distance from it along with other such factors.
Mine is usually 20-40+ as im in the US and only play on the US server.

Not exactly. Frame draw is a CPU issue, FPS is a GPU issue.
You've got this bit backwards, it's the other way around. FPS depends on frame draw time.
My example, i have 6ms because my FPS is maxed
But yes, the CPU is what renders the frames that is given to the GPU.
