I don't think Tolvard is easy, medium maybe. He needs to shield his teammates while absorbing enemies' shield and attack and silent. He's a multitasker. Inara too.
Androxus is medium maybe. You don't need headshot everytime although it is a bonus. A pro Kinessa is harder than Androxus in my opinion because she shouldn't be in one position sniping but changing location constantly while helping the team with mines and good map awareness. If you use Androxus you can just dash away if you make a mistake or repel.
It's not just about aiming but also positioning. Her mobility is a big part of her kit so you need to know how to use it correctly or else you will suffer.
Viktor is way more vulnerable and needs more shots to hit the target which requires tracing the enemy a little bit more than Androxus.If a Androxus hits 2 or 3 shots on a "squishy" he is dead, while Viktor may take an entire clip. Viktor is ult is pretty cheap, but so is Androxus his if you ask me.
Hardest: Evie
Fernando - a proper set ulti is a game changer.
Torvald - you need to know the opponent tank/s and how their shield work to drain them effectively
Viktor/Androxus - you said "viktor... everyone... fps...", and Androxus "perfect aim..." they benefit both from a nice aim, and Androxus is played so often in lower elo cause of "he is easy to play" (but nevertheless hard to master)
BK - has a nice cc and can deal a lot of damage but to deal a decent amount of damage and to support the team with your cc you need more than "spam L and R Mouse"

You need a lot more skill in choosing the righ loadout and items against your opponents then to play the champ, but you will allways need both.
A perfect Aiming Sha Lin who freakin far awar from the capture point and getting killed by their flanker has a lot of aiming skill and is pretty useless.
Hardest: Grohk, he's just terrible all around.
I call evie the easiest because frankly playing her is boring. It's so easy to get around, get damage in, disrupt everything and get out it's not even funny and just boring. It might just be me being used to relocating asap, but evie just seems really easy to play and boring.
