Not compared to the effect of Caut and Wrecker. They both have much, MUCH higher effect on your overall DPS than reload ever will. There are two characters where Deft Hands would ever be break-even or above - Mal'Damab because he can stun more often with his snake, and Buck since he has to reload every shell.
For any other character literally anything is better than picking Deft Hands. Deft Hands is the new Agression and I would be thrilled if they removed it just like they did Aggression.
EDIT: For example take Vik or Tyra, both have ~25 rounds in their magazine, even with 40% off of reload it is only going to average out to 2-3 extra bullets in a drawn out fight where you are emptying the mag (which is basically the same is taking a generic extra ammo card on your loadout). Compared to Wrecker which is 75% extra DPS against shields at lvl1 or Caut which is 30% reduced healing for 1.5sec at lvl1. Both are going to contribute much more to your overall DPS and eliminations that Deft Hands.

Clearly you don't know since 1. Buck and Mal'Damba both have Makoa beat in terms of slowest reload speed, and 2. Makoa has 4 shots with a decent reload speed, and his damage comes less from spamming his cannon and more from landing hooks in order to make that single shot count, so his low ammo pool rarely comes into play. Makoa would be much better off with Wrecker or Cauterize as an offensive item.
If you honestly believe there are more than 2 champions that can make good use of Deft Hands not only are you dense but also lazy for not bothering to name them. I'll do it for you: there are no other champions that should use Deft Hands. Buck and Mal'Damba, those are the only ones.

And the best part, they always, ALWAYS try to defend their stupidity when called out on it, "I'm flank, I need reload to kill people". No, you need f***ing Caut to overcome healing or Wrecker to flank the tanks so I'm not standing on the point getting chewed up while their shields are up litterally the entire match. As DPS and Flank you have cards to reduce reload in a variety of ways, stop being an idiot and buy useful items depending on enemy team comp.
And as a side note, all you Willos who take anything other than Wrecker/Caut, I hate you with every fiber of my being as a tank/support (which is part of what precipitated this rant to begin with). With baseline anti-heal and Q you can literally contest the point solo with Wrecker.
Yes but almost nothing, it's not 20% extra damage its 20% faster reload speed. This means it depends on the champion.
For example, if Ruckus is shooting at max speed then it will take him 8 seconds to shoot all of his ammo (200). He will then have a reload speed of 1.5 seconds. This means he'll spend 8 out of every 9.5 seconds shooting without Deft Hands. If he has Deft Hands 1, then he'll reload for only 1.2 seconds (20% * 1.5 seconds = 0.3 seconds, 1.5 - 0.3 = 1.2 seconds). Deft Hands 1 will make him shoot for 8 seconds out of every 9.2 seconds.
What's the difference between Deft Hands 1 and no Deft Hands? Without it, Ruckus will do ~21.05 shots per second (200 ammo / 9.5 seconds). With Deft Hands 1, he'll do ~21.73 shots per second (200 ammo / 9.2 seconds). It's a very small difference.
Let's look at Buck, and we'll assume he fires all of his shots before reloading. It takes him 5.4 seconds to fire all of his ammo (6). Without Deft Hands, he'll spend 3.25 seconds reloading. This means Buck will fire ~0.69 shots per second (6 ammo / (5.4 + 3.25 seconds total)). With Deft Hands 1, he'll spend 2.6 seconds reloading. This means he'll fire ~0.75 shots per second (6 ammo / (5.4 + 2.6 seconds total)). This is a fairly decent item on Buck, as the first level will increase his dps by 8%. At least it is better than aggression!
But let's not take it this way. There is a difference between extra damage and extra damage that would save your life. Really, taking Deft Hands would depend on the enemies as well, and while we're at it your skill level too.
