Game loading and download issue

I have tried installing the game through steam and through the website. Upon installation for some freaking reason it deletes all my EXE files for everything on my pc and messes with the directory for files. Then when you do try to launch the game it says it is running and does nothing. all i see is a quick command box pull up for a split second (barely got a screen shot in time to read it) to install C++ that is needed for the game to run in which im running the latest version of it. anybody got any ideas or is it something with the Nvidia crap i saw something about?
