Report a translation problem
One of the mods at Discord once told me that Steam players represent roughly 15% to 20% of the global player base, so it's not a large number, at most it's 1 in 5 players worldwide.
You'll have no trouble getting PvE matches at low to mid tiers, I typically play at tier 3 to 6 and I rarely wait more than a minute to get a match to load.
don't forget, if you play in pve on hardcore it's actually always much faster
I can only speak for myself but I never have to wait very long for a match at standard or hardcore either one...
PvE Spec ops can have longer times due to having to wait for a team on the same level as you (and many play as full 5 man teams so it may say 1 minute average wait but a random solo can wait much longer)
PvP is very time dependent and it tended to be slightly more Russians playing than the rest of the world (55% to 45% the last time I saw the devs post anything up) -
its particularly longer at mid tiers which is why bots were added to tiers 1 to 3 a couple of years ago and now go up tier tier 7 (much better than the pre server merge - matches were 3v3 and ruled by 3 player teams - but still not ideal)
On tier 1 its common to have one real player each side and 7 bots each side to make up the teams
PvP GLOP's while I find it much more fun than standard PvP it is played less so wait times can be longer than standard PvP
