A couple of questions re PVE

Two questions:
1) At the end of a battle, I sometimes get a notification, saying that my crew members are eligible for new skills, but when I look at the crew, in garage, there is no '+' sign next to their names, and so no way to upgrade their skills, as far as I can see. Is this a bug, or am I missing something?
2) How do I get a tier 9 unlock token?

I'm not sure I can completely answer your question but I have noticed the same thing when it comes to crew. I do not know if it's a bug or not but I suspect the crew may be eligible for a new skill you will have to promote them to the next level in order to add that skill. As to the second part of your question either as reward from an event or quest or possibly purchase with real currency.

You can open "minor" crews panels by clicking on them
As for the tier 9 token, you need to spade a tier 8 vehicle and you will have one token FOR THE SAME DEALER (don't forget this)

I tried promoting one of the supposedly eligible crew members, but I still couldn't give her a new skill. So I am left wondering what is the point of promoting crew members? (It cost me over 3 mo credits to promote her, with no apparent resulting benefits.)

Commanders are globals and require lots of exp to level up. Each level up you have one skill point for them
Minor crews can only have two skills and take a lot less time to train

My crew members already have two skills... So why does the game sometimes tell me that each of them is eligible for a new skill? And what is the point of promoting crew members, after they each have their two skills?

Minor crews will level up without paying or things like that. Their "basic stats" are also upped (better driving, faster reload ect)

unless the steam edition is different than the the game straight from the souce:

tier 9 tokens come from tier 8 tanks. get a tier 8 to 100% and in the upgrades there is a tier 9 token used to unlock one of the tier 9 tanks from the same dealer. you then purchase them like any other tank.

tier 10 is the same way.
