In the meantime, you may want to turn off VSync in the options menu and see if this helps.
If you haven't already try enabling the Steam FPS counter and monitor for drops. Reducing MSAA to 2x or disabling it will help with performance. If you're still struggling to maintain sixty drop the resolution to something with the same aspect ratio (e.g. 1920x1080 > 1600x900 > 1280x720).

What are your other system specs and is a 6-pin PCI cable available? Some of these cards may require one but it can vary between models.
Nvidia: GTX 1050 / 1050Ti
AMD: RX 560 / 570
Be wary of fake budget cards - old parts flashed with a new bios. An RX 570 is more GPU power than you require but there are some great deals around. A pre-owned GTX 960 could also be an option at the right price.
