Add a comfort/decoration meter that goes up as you decorate your bar, and provides more/better recruits when higher, so that there's incentive to have more than just a warehouse filled with chairs.
Hell, Do you even need booze to make the bar function? You should.
Do visitors pay for drinks? They should.
In other words >Bar only works as a recruiting tavern when stocked (fuelled) with some kind of alcohol, but while doing so it produces money as a byproduct.

Normally, I would agree with this 100%. However, in CE, especially in single player, money is pretty much worthless, so what you're proposing would be a really bad deal for the player.
If they ever make an actual in-game economy, then your suggestion would be good. Till then, no thanks.
