They're both worth trying, but the original map is larger, has far more players who own it, and will get the vast majority of attention from the devs (and modders) for future content.

Depends what you're after from the maps, as a brief rundown I'd say the base map is the best to learn on, because it's level curve is easier to understand and has a generally easier to follow progression in materials and dungeons.

But where Siptah suffers more in those respects, it also has far more abundant resource allocation, meaning you can build almost anywhere and still have good access to the necessaries, counteracted by the storm taking up the entire centre of the island, if you can put up with the less obvious npc placements and the dungeons all being on more or less the same difficulty, Siptah is quite fun to play on. But the progression and materials you'll need and use are a little more complex, the delving bench is like nightmare fuel when you try and work out what can be delved and even if it's worth doing.

Exiled lands. It has the most stuff (being the original map) and focus of the devs efforts. The upcoming companions will also be only available on exiled lands.

I'll third? this; it depends a little what you want to get out of the game, but Exiled lands feels more like a world with adventures in it; siptah feels more like an artificial arena. If you want to play like it's a classic RPG, Exiled lands is the map for you.
