Leveling a thrall does nothing to their tier. Only thralls that start as a T4 will ever be a T4.
You will want to move some thralls, specially any T4 crafters. As you move to a tougher area, you will recruit better thralls you can break the links with any exiles, Darfari, and Black Hand.

Just food for thought.
Keep crafting thralls for crafting and fighters for fighting. There are heaps of fighters. Don't waste precious crafting thralls on combat.
As an example a T1 Amourer thrall on a Tanners Table gives you the ability to turn ordinary hide into thick hide, which you need to make heavy armour. The thrall may only be a T1 but you can't make thick hide with out them. You can pick a fight with a bear, elephant, or a rhino to get thick hide but unless you have high skill levels you will get your butt kicked.
Treasure and protect your crafting thralls. They are the human equivalent of the 'Midas Touch'.
