Tell him to uninstall the mod, join the server, have the server force the download then try to rejoin. If it's still not providing textures it might be some weird graphical thing on his end. I would also double check their mod page as they may have fixes also.

Thank you, but we've already tried all of these :/ We know it's not a graphical thing since it works for him in his solo save. It just doesn't work on our server.
Are you guys playing from the same location or across the internet? Also is the server privately hosted on your system or you've bought a server and both connect to it? I'm wondering if it's some form of de-sync which might occur due to lag or something.
I am willing to try and help you both as best I can but I am not some expert for sure. I'm also happy to try and test this with you using other systems and see if it's just some weird issue to do with the server itself, or the mod. Feel free to add me
Weather and other visual effects are completely client-side, nothing that is on the gportal server does in ANY way affect your client-side particle effects.. (also, while gportal is the worst server provider for conan, even they give PC servers direct FTP access so you can use something like Filezilla or other ftp clients to access and modify files directly, but that's beside the point as nothing you delete on there would actually solve your issue)
Rain is actually a particle system - which are highly affected by clientside settings, so the most likely culprit here would be something that you did to your game installation, like trying to edit your Engine.ini to "improve graphics" based on some of those very outdated guides floating around. The first thing to do would be to reset any such modifications that you made and then try to play with your graphics settings a bit, especially the FX one, set it to the same as that other person has it for example.
I never touched the engine.ini and the settings work in singleplayer, they also work in multiplayer if i recreate the server but after i rejoin even once, it breaks.
I think the mod might just be broken.
Have you contacted the mods author for guidance. When I narrow down a problem to a specific mod, the author is always my first port of call.
