FPS drop
I play on a good laptop (chevalry 2 without lags), I play conan on low settings, and when approaching the NPC camp, the fps drops to 5-8. Then I try the same thing on higher settings, and the result is identical, for what reason? The weakness of the computer is immediately dismissed, I hope for an answer. (translated through a translator, sorry for the mistakes)

WELCOME IN CONAN WHERE IS MANY THINGS BUGED,OR THAY JUST TROLING AS
There are places in the CE map that will kill your fps no matter how beefy your pc/laptop is.
Example like:
Black hand galleon and camp near it.
Near Summoning Place walking north in huge open desert area with hyenas around giant tree.

These places will tank your fps, in my pc with 4090/I9 12-900 playing 60fps locked V-synced. it does not matter if i play 4K cinematic or FullHD low setting fps dip is same in these two places what i mentioned as examples.

And it not a gpu or cpu bottleneck because when fps dips happen my gpu utilization is 46-56% and cpu is 8-12% with Nvidia overlay statistics. And these utilization numbers are always in the same ball park no matter where i go on the game map.

It is probably game engine choking when loading new map area in these two places.

The issue is your lap top, if this is all NPC camps it's your laptop. Doesn't matter what else you can play and it not lag if you don't meet the minimum you are going to lag.

Server load lag, and it's common for any big settlement with a lot going on; although northern areas seem better optimized.

And in SP? Because i only play SP and those two places that i mentioned kill my fps and i doubt there is server lag in SP.

Why would you doubt it?
If you're talking Gpotral public's THEY are the cause of a lot of the server side lag. They are bargain servers.

Awhile back I had the pleasure of playing on a neebs gaming Conan event server; with the crew. 100 players on, admin spawning in various encounter bosses, all hell breaking loose, had to try hard to crash the server, back up and at it in just a few minutes. Was a hoot. Convinced me half the game issues is the bargain basement host the servers are on.

Siptah is a different story, I bought it when it dropped, hated the maelstrom system and never played again. I've read it has been overhauled since, but seems to be on the funcom update ignore list.

No i speak single player when i just play CE on my computer without any servers.
Or have i completely misunderstood how single player works and there is still some server connection that causes those fps dips in black galleon and near summoning place?
When you are in single player mode, your machine is both client and server. While there is no network lag, your laptop has to both describe and render all buildings, NPC's, etc.

There's no problem that a fast m.2 ssd can't fix, especially if it's about loading lots of objects fast. I learned it in ATLAS getting near an island.
