I can't understand why thy don't have shutters on the windows. After all the doors work fine so why no shutters?

I think, but I'm not sure, that shelter is calculated depending on the distance from walls and roofs
if your roof is too high it may not count as being there and thus you can't be sheltered
same thing with walls if they are too far away

You might wanna check if it looks like something like that is happening with your base

I've had locations where the walls are only one level high, with a roof on top. And still the sandstorm gets in. Often its under one of the triangular roof pieces. Usually its only a minor drop in shelter (still enough to protect) but at other times a similar location will be low enough to take damage. Despite being behind walls and under a roof (and not a large room, either.) The game just has a number of bugs.

Yeah, sometimes the roof lets the rain through(fixed by relogging), some of the ceiling pieces even let it through 100% of the time. Using these pieces will also let the sandstorm through.
It's just a matter of having enough wall and ceiling around you that determines sandstorm protection. You can stand under a cheap tent from the artisan table and be totally protected.

it might be stability based. if you find that your corners have full shelter but not the center of the room, try putting up some pillars around the non shelter spots, might work might not

A 4x5 base with walls 1 high then sloped roofs and ceiling over the middle 2x3 foundations has this problem as well if you are not in one of the 4 corners. It seems the problem starts as soon as you go 2 walls high, so I don't think stability is a problem.

I wonder why they never got around to fix this issue, as it shouldn't be to hard for them to figure out what is an enclosed room and what not and just give full shelter in any enclosed room no matter the size.

This^^ don't have them on ground floor or at least limit them.

the shelter buff doesn't fully realize if the area inside your base is too large. so if you have a grand great hall, it wont provide any shelter, you have to have a much smaller room, call it your 'sandstorm safe room' and just make it 2 units high, and maybe 3x3 area. no windows, and put a door on the frame.

it does suck, because if you're in a cave, the sandstorm will often kill you while you're inside, unless you huddle up against a wall crevice or something.

where I have not seen them, every window wall is called a frame implying it is not a closed window. I also do not see any shutters. I'm playing unmodded and no DLC.

I think this is a quirk with the building system they use and unreal engine, you have the same situation on ark
