Report a translation problem
Sepermeru is probably you're best bet. Clear the city and then start over on the other end. Recently found two Master Blacksmith Kiris spawning next to each other. Sinner's Refuge will have an named crafter about 2/3 of the time and a Mitra priest the rest of the time. Any of the capitals are good sources unless you want a blacksmith or smelter, then skip the Summoning Place.
The other places I would suggest are the Den for possible alchemists, cooks, taskmasters, smiths and dancers; the summoning place for obvious reasons (Witch Doctor); Pagoda of Boundless lusts (Fia still spawns there along with a carpenter and others). But I have to say that I get 80% of my non fighter thralls from Sepermeru, there is literally at least one of each type of thrall. Oh, Sinners refuge also has a chance to spawn many more T4's than the smelter. Oops, @thurgond beat me to it

Few things to note;
The changes made to crafter thralls is pretty meta, and will have little to no affect if you play casually. Seriously, these changes were done to please the min/max crowd.
As far as I can tell, all T4 crafter thralls spawned by the Purge will automatically have the appropriate specialization assigned to them (even though the Wiki does not contain this info, hasnt been updated since march of last year).
This means that every T4 crafter thrall from the purge will be given 1 of 3 specializations.
This makes the Purge the best way to farm crafter thralls, as starting on wave 4, and every other wave after, you will have a 100% chance that a named crafter spawns, as they are considered the "boss" of that wave.
Of course, this really only applies to either;
A: A single player game in which you can set your own Purge settings
or
B: An unofficial server that you either host yourself, or at least one that has its Purge difficulty set to 4 or lower.
I say 4 or lower, because if you have it set higher at 5 or 6, you can start to get monster spawns, something you dont want if you are farming for crafters.
Now, thats not to say that Thurgond and Spwade666 are wrong. You can in fact find T4 thralls in all the places that they list. However, without using mods, the spawn chances for named thralls (T4) are very low, and share a spawn table with literally every other NPC in the area that they can spawn.
On top of that, all non named thralls have a much higher spawn rate then the named ones. This means that if you are farming places like Sep, New Asgarth, Mounds of Dead, or Volcano for named thralls, due to the overall number of thralls in those areas your chances of finding what you actually want are very low.
However the reason I recommend Sepermeru is because even without a mod you can start at the temple quarter and go clockwise through the city 5 or 6 times in a game day. By the time you return to the temple quarter all thralls have been reset. Before I started using multiguns mod I could still pick up 1 or 2 named thralls per day, particularly Daya Leaddrinker, Iblis of Zingara and 1 of a selection of smiths and carpenters.
It has the added advantage of spawning a fresh hostile bearer thrall on every run through so you can farm bearer packs with a high probability of T3's. Basically doing this and applying your purge settings should have @grrantu with more thralls than they need for 2 major bases
Daya and Iblis are the only two I got farming there lol. Didn't spend to long farming there, as I only wanted those two anyway. Thankfully they both spawned in one run ha ha.
I only suggested the Purge, because I have had terrible RNG luck with spawns in the cities.

I would also like to suggest that you go and get several Cimmerian Berserkers from Mounds of Dead, they have a 100% spawn chance here;

Use them to help you knockout other thralls when you go to farm thralls.
Fuzzies, you have had much better luck getting a purge with thralls. I usually get undead, scorpions or rocknoses. My last purge with any human type was Cimmerian Beast Tamers. It was 3/4 beasts and I was too busy keeping the white dragon from munching on my base knock out any crafter.
According to some research I did on google, if you have the purge set to anything higher than 4, you will get beasts. Also of note, any time a purge cant reach your base, it will almost always spawn beast waves.
If you look up the purge waves for say the Forgotten Tribe, they have purge levels of 3-4. That 3-4 corresponds with your purge level.
So if you have the purge level set to 4, not 5 or 6, you are much more likely to get thrall purges.
At least according to google.
Ah, yeah, pretty sure official servers have the purge set to 6.

Berserkers have a 100% guaranteed spawn chance in this location.
