Unless I'm missing something it looks like the Isle of Siptah has been on sale 5 times this year according to steamdb. So has Riders of Hyboria. I would assume the rest have also been on sale 5 times in 10 months as well.
I don't think I would call sales occurring every two months (on average) rare.
All the DLC's being on sale at the same time, is more or less what I was referring to.
