Also at the bottom you say you allow ports from 777ish, i assume you mean 7770 to 7779?

Rcon Port: 25575
Multihome enabled
Internet Router (not Bitdefender/Kaspersky/etc) Firewall Port Forwarding is set up with these

I added 2) because i host my own server and play client on same computer. And it seem to cause problems.
According to steam itself it can be using them, easiest way to check would be turning off steam for a minute and checking the ports in the ded launcher tool.

I tested without running Steam.
It's crazy : ports stay in red status for no reason.
That mean it's not really Steam who block 7777 7778 ports.
25016 is still ready.
I never saw that in game industry where you do exactly what is written on official dedicated server info from Funcom and you fail to run your own server.
All in all it took me many hours (over a couple of years and patches) to get mine up and running.
You could simply try some other ports or doublecheck if the aren't already open with another tool.

- but not Source query port 25016
And it seem i don't really need to open ports on firewall, just on routeur.
If the firewall says no access, it doesn't matter what you set im the router.
And i tested with ports 7788 : my server don't appear in Conan Exiles servers list.
My server appear sometimes yes sometimes not in servers list.
All ports 777ish 778ish locked.
And they make publicity hard for g-portal to incitate players paying like idiots.
Its maybe even only blocking incoming traffic, not outgoing.
It's not bugged. I gave you the answers and advice you needed, which you ignored.
Set up Multihome, correctly open your router firewall ports, correctly set the ports.

Ports are open from router it's sure 7788, 7789, 25016.
Ports 7788 and 7789 are blocked i can't use it for dedicated server. It's like 7777 and 7778. So it's change nothing.
Multihome i tested it change nothing too and it's for hosting multiple servers probably those clustered like Ark Survival Elvoved.
You didn't said here that changed my dedicated server into running perfectly one.
All my friends can see randomly my server on Internet, can access it using right password and after that fail to connect.
Dedicated server are bugged : often i must quit many times client to reload it to have chance to find my dedicated server in list.
Dedicated server launcher from Funcom change itself some settings i done like ports, when i put 25016 before starting server after saving settings, it will change that port in 25015 for no reason.
There are plenty of problems like that i tested.
If i put my internal IP is put on multihome all status ports stay red.
