can't unlock certain knowledge discoveries

for example, I'm trying to unlock specialist ammunition I. I have the bow, the carpenters bench, and the iron pickaxe. I also have more than enough points to unlock it.

I don't see any journeys that unlock it, either.

is it bugged or am I missing something?

Often you need to click on the feat in the left panel rather than the one on the right.

I wasn't really sure what you meant by this as regardless of where I clicked, the feat remained locked. however, I discovered what the issue was.

while I had the necessary crafting stations and tools, alongside the amount of knowledge points to unlock it, I simply didn't meet the level requirement.

that's pretty much what it is, as I am underleveled for the specialist ammunition I feat as I'm typing this comment.
