Climbing boots issue

So I'm trying to craft the climbing boots and I've collected all the necessary items but it won't let me craft the climbing boots. Does the system distinguish between perfected light boots and plain jane light boots?

Yes, perfected light boots and the basic light boots are two separate things. I believe the climbing boots just wants the basic light boots.

Ok I guess I'm screwed to finish this journey because I don't have access to the plain jane light boots or gloves to craft. I'll have to find them in the wild.

That's not a possibility. They're part of the basic Armorer knowledge which you need to craft any armor in the game.. so if you can craft ANY armor, then you know the recipe for light boots.

What is most likely happening is that you're looking for the recipe in a Tier 3 Armorer's bench (garrisons or campaign) and those benches only let you craft Epic armor, so you need to place a regular or improved armorer bench and craft them in that.

Perfected light boots are a recipe from a journey step reward. They're treated as a separate item. The same thing will happen if you try to use perfected hardened steel weapons to craft golem arms. Any time you get a recipe that consumes a crafted item with stats like a weapon or armor piece, go ahead and use the worst or least expensive version of that item. You won't get any statistical bonus for using higher grade components, nothing carries over to the new item.
