That said, make sure you have the game ports set up correctly on your router to be allowed to be forwarded. Here you may think "hey, i just wanna play on my l local network, so that does not apply to me!" - it applies to you, because the game- and server-queryport are sent over to the Funcom (or Steam?) Serverbrowser even as the Serverstats are posted there periodically. So, no Port-Forwarding, no connect. In the Dedicated Server Launcher on the top right there are test-buttons. You should get at least 2 green lights beeing displayed for game-port (usuall something like 7777 or 7778) and query-port.
When on Windows don't forget to open the ports on your Firewall, if not done automatically.
After setting things up (using the Dedicated Server Launcher is the easiest approach) you should be able to do a direct connect to your server using the ip-adress:port, like in 192.168.178.100:7777. After a while (depending on how heavy modded your game is), you should be logged in (or see the char selection when using MultiChar).
