Can Someone Please Help Me Connect Locally to My Dedicated Server
I have searched far and wide across the internet to find solutions to my problem. Some work for people, others do not and I have genuinely no clue with what is going on with setting up my locally hosted server.

I am hosting my server on the same PC, I have the multihome setting on alongside my IP.
I tried with the "-nosteam" on and off and still no luck.
I tried with the "-login anonymous" on and off and still no luck.
I tried using the DedicatedServerLauncher app found on the Funcom Forums and no such luck there either.

I am slowly losing my mind here trying to wrap my head around in why my game would not let me directly connect to my server with my own IP address.

Can someone please help me here.

So, as my personal experience reached, it's better to get either a physical different computer for hosting or at least use a VirtualMachine like VirtualBox or a HyperV VM for running the server. It seems that the server and the game don't really like to be run on the same Network interface.

That said, make sure you have the game ports set up correctly on your router to be allowed to be forwarded. Here you may think "hey, i just wanna play on my l local network, so that does not apply to me!" - it applies to you, because the game- and server-queryport are sent over to the Funcom (or Steam?) Serverbrowser even as the Serverstats are posted there periodically. So, no Port-Forwarding, no connect. In the Dedicated Server Launcher on the top right there are test-buttons. You should get at least 2 green lights beeing displayed for game-port (usuall something like 7777 or 7778) and query-port.

When on Windows don't forget to open the ports on your Firewall, if not done automatically.

After setting things up (using the Dedicated Server Launcher is the easiest approach) you should be able to do a direct connect to your server using the ip-adress:port, like in 192.168.178.100:7777. After a while (depending on how heavy modded your game is), you should be logged in (or see the char selection when using MultiChar).

Hope this helps a bit,

BR

If you run the client and dedicated server on the same machine, without any virtualization, you can just connect to the server by entering the localhost 127.0.0.1. If you changed the server port, make sure to add :PORT at the end, so it's 127.0.0.1:PORT, where PORT is the port number you have entered in the server config.
