All demonic animals have a low % chance to spawn instead of the normal variant, you "should" be able to find demonic wolves anywhere normal wolves spawn in, as for if they have guaranteed spawns i honestly can't say.

But yes it's frustrating and badly designed, lacks the merit of an actual challenge and is essentially just busy work.

try killing normal wolfs instead of ignoring them.

Devils Squat in E9 has a large consentration of wolves, kill those and you should get one to spawn. It's best to kill the area, then leave the biome go hunt something else and come back.
