Silver/gold dust into coins or bars?
Can you do it and if so, how?

Yes, you can place the dust into the treasure coffer and then exchange it for gold coins

You used to be able to smelt gold coins back in to bars also, not sure if you still can to be perfectly honest, the ratio on it was pretty bad so I never did it more than once. As mentioned above using the treasury to convert your wealth is definitely more practical.

Pretty sure there is a crafting loop for dust to bars to coins, or another combination.

still can , only diffrence is that now you make coins at crafting table instead

You can also place the dust in your coffer and turn it into coins
