Unable to Use DLC Faces, Facial Hair, and Hairstyles When Creating a New Character

I can only access them through the Orb of Nergal and not when starting a new character. Is this a bug or intended? I don’t like having to wait until I’m level 45 and have unlocked the Orb of Nergal just to get the hairstyle I want when it should be available right off the bat.

only on sciptah , exiled lands creator never get updated base , that's why we don't see barber/face packs.

The extra customization stuff is from owning Isle of Siptah. I believe they're unlocked via the 'Island Barber' feat, which is automatically awarded at the start of a playthrough. Tying access to a feat is probably the reason why it can't be used at CC, but I'm unsure how that could be rectified.

EDIT: Most of the new things are somewhat lackluster, though there are what I'd call a porno-stache and a Kratos beard, which are the things of note to me.
