Since you mentioned that dusk and dawn are giving you the most grief, try settings shadows to a minimum and see how much of a difference it makes.
Any other stutters may be caused by data transfers. Monitor your graphic card resources while playing. Using high res textures and draw distance could be a cause.
Also, check how much of an impact using 2xAA vs 4xAA vs none makes on your fps.

believe it or not, you don't need to be close to the fort for it being a drag on your system.
ofc not being near it will not be as bad, or should be not as bad.
Funcom added a fort at the ruins of al-merayah that functions more as a dungeon.. Basically it uses regular building pieces and you can siege it in PvE.. has a boss and treasure.. and a ton of enemies.
Once all players go far enough from it, it will just respawn and ready for the next person to raid.
but are you talking about the drop in fps when you see you drop down to the planet? if so that's a loading issue, the game is loading assets during that time and when you land you can experience some fps drops if your hard disk is't up to snuff, that's why SSDs are king now a days, there also many factors why "if you use an ssd already" ain't up to snuff, like i said many times, the slowest thing in your pc is also the fastest your pc will ever be.
speed of ram, motherboard bus speeds, ssd speeds, cpu speed, and many other things inside your pc that i forgot.
ofc you have, but i hope you understand my rant a bit, that if the rest of your pc can't deal with the speed of set SSD "for example" that games still not load faster, maybe a tad faster then an HDD but it could be way faster. if you get what i mean.
i'v seen loads of "GPU upgrades" and then later on they are back at the store complaining the game does not ran better. you can't imagine how many times i'v had to explain this simple rule
YOUR PC IS AS FAST, AS THE SLOWEST PART IN IT.
other example is, why buy a supercar when your road to drive on is to small... kinda hard to drive fast when one wheel is on a dirt side instead of the road.
