I got no problem with i5 / 32GB Ram / RTX4070 playing all on Ultra in 1080p.
and if you don't use mods, then you must have a low end system, because conan ain't that bad on pc's hardware OR something inside your pc is on the edge of ending it self.
Its more the game not knowing exactly how high the camera should go, so it keeps moving up and down a little at a quite high frequency. The sort of thing you'd expect to get indoors with some games, except it also happens outdoors with the enemy lock.
as for sttutering lower your settings a little, grass & shadows , checking for spec updates is also good idea.
