No, it's standard procedure for Games-as-a-Service. The old Battle Passes are seasons, they're filled with FOMO cosmetics. I'm sure the accounting people have calculated it to within an inch of its life. It's not a mistake on FunCom/Tencent's part. They feel they get more money by doing it the way they do than by doing it your way.

but i get your point , it should be avtabile for those that didn't come but with additional price or with out 1000 crom coins for completion , it even would be better source of income than bazzar in some cases.

The above is an important point. The way these Battlepasses work, you're not actually paying for them, you're just agreeing to spend $10 in the Bazaar on something else someday. Because while it takes 1200 Crom Coins to unlock the Battlepass, the Battlepass gives you 1200 Crom Coins as a reward for completing it. So if you were able to unlock old battlepasses now, you'd basically unlock all 6 of them and still have your original 1200 Crom Coins.
That doesn't fit with the point of having the Battlepass. It's not about profit, because it doesn't directly generate any. It's about sustaining player engagement, so that there are people around who might spend money on something else related to the game. Having an in-game store doesn't really work if players don't log in to the game. It also saves a ton on advertising costs. You really don't want to be having to buy global website ad banners to inform players who haven't logged in that there's a new decorative box of carrots they can buy for $2.
That's how all the pieces of this business and content development plan fit together. It's about getting you in the store without having to pay a third party to ineffectively advertise it to you or beg Steam to put Conan Exiles DLC #9 on the front page instead of this month's EA Sports game that will sell millions more. Instead they're paying artists to give you free* rewards for coming into the store. (*free if you commit to actually paying for something someday.)
What they could do is make old battlepasses accessible only at the Premium unlock price. Then they would directly profit from selling that content. But honestly, it's just not worth that price. The Battlepasses aren't packed with a legitimate $10 worth of content because you're supposed to get your $10 back. They're only a great value at $0.
Its sad, but its the main draw of the battle passes. To get something exclusive.
I kind of wish that the freebies (non-inventory ones, free trebuchet boulders aren't exactly a big loss) were added to everyone after the pass is over. Since everyone who plays can get them, it punishes latecomers for no reason and doesn't make any money.

Exactly. Just like the Twitch drops where you ‘pay’ for exclusive items by watching some random live stream for 2 hours (or rather having your device ‘watching’ it while you are doing something less brain-damaging).
the problem with "its optional" is that they never make "content" for the base game ever again with the same level of care and detail, all the "free" cosmetics CAN NEVER BE BETTER then the payed cosmetic, THATs the PROBLEM most won't see and agree on, no matter you say "Oh its optional cosmetics", thats plain and simple WRONG and you don't see the bigger problem.
BUT saying to other people "its optional" or "your poor or what not" is easy to say ofc.
and if you don't believe me, just ask your self "what did we get for free, sins the bazaar shop was released?" and if your honest to your self, you see what i mean. ofc if you keep your simp glasses on, you won't see it.
