Story-wise:
Do the Dregs first to find a certain item, then you would naturally want to visit the Unnamed City. Then move towards the jungle and do the dungeons there. Move north via the Passage.
Explore the North. Next step is Volcano.
Warmaker’s Sanctuary, Wine Cellar, the Silver Mine and the Sunken City are the end-game dungeons that have nothing to do with the main objective and can be done in any order.
In my opinion, Wine Cellar and Warmaker’s Sanctuary are the hardest.
So if you're going there, be well prepared!
The Passage isn't really a dungeon, but journeying there is necessary to complete the Scourgestone. The Barrow King is just one dude inside a cave, the biggest challenge is likely defeating (or running past) all the wights on the way to him.
Warmaker too if you include the arena champion (endboss is easy)
