Rare spice not spawning?

Ive wiped buccaneer bay a couple times now and not a single enemy there dropped rare spice. i can make regular spice but that doesnt seem enough protection to access the cold areas based on what ive read. is rare spice just not in the game anymore or am i experiencing a bug?

hmm you mean the spice dropped by black hand at the bay?

normal skelitons loot tables are borked, will drop it and boss level loot, every lotus possible, gold dripping out thier ass, and ivory that would make a 1800 uk hunter in africa blush

You can tell which skeletons used to be pirates, they're the ones that drop rare spice.

i saw the undead pirates once, it was a special encounter at buccaneer bay though, the sorcerer who shields himself using pillars you have to destroy while he spawns undead pirates but not one of them had rare spice on them either
