Report a translation problem
For me, every now and then, the purge doesn't start because no suitable location. At my old base it was even kinda common to start the purge 2-3 times until it worked. So giving it a few tries before changing something might help.
For cleaning the place: a certain amount of open space so that the camp can be placed is required, but removable stuff like trees or mobs shouldn't matter.
In case you want to give it another try with a new base, fist place the coffer, place a single coin in it and start the purge. If it works then, you at least know, that the place itself is suitable and you at least know 1 spot where the war camp is able to spawn (might help with the further defense planning).
Thinking about this, another thing you could try is placing the coffer with a single coin in it in front of your base. that way you could at least figure out, if there's a problem with the location in general, or if the game has issues with your layout(s).
Side note for this: the purge will end, once your coffer is empty, so for test purges you can just let them run against your 1 coin coffers without the need of fighting them.
The number 1 thing that causes the unable to spawn purge camp thing for me is having treasure or other furniture packed too tightly in the treasure room. Literally removing and replacing a carpet/a golden harp/a jade horn has fixed the issue for me.
It makes me think the game tries to think of a path to individual treasure items in the treasure room as well as the treasure accountant too.
Other things that I have noticed causing issues is having too narrow paths blocked with thralls/pets.
If you have a very tiered base height wise, try and make every stair/ramp 2-3 blocks wide. I had a very up down base with lots of stairs and I had to make paths at least 2 wide and stairs at entry points at least 3 wide to get the purge camp spawning again on siptah.

I placed most guards right and left of the doors, using these green, suggested Guard spots.. apparently these block the path tho.
Since I placed the NPC's freely, not using the green suggestions anymore, the Purge starts as intented.
That way we could track down if that's really a factor or just a coincidence.
