All Ai broke in one area?

So yesterday evening (playing singleplayer) I was running down down Skyfall Ridge, collecting black ice and when I get about half way along enemy and thrall Ai seems to just break. Neither will attack, defend or follow correctly.

Thralls will teleport to me when I go too far but otherwise just stay static.

Enemies react to my presence, both making the noise and adopting the attack stance but do not move, do not attack when I stand next to them and then periodically stop aggro and then do the same in a loop.

The funny thing is that it starts when I get to about half way along and once I cross that 'barrier' everything returns to normal and thralls start running beside me properly. There is a set of two goats about 10 feet apart there and one is bugged and the other reacts/attacks normally.

I have been there once before where everything was normal and the only things that have changed since then was buying a DLC, using the armour stats mod and doing some tinkering with damage values in server settings to increase Ai damage. There was also the Dec 1 update or whatever is going on.

I've done the usual: verifying files, turning off the few mods I use etc

Any ideas how to fix? I saw this has been an issue that has cropped up every year or so in the forums but I couldn't see any resolution.

There is a bug at high elevations near the volcano. Probably due to a misguided attempt to block sky bases. For now avoiding that are seems to be the solution.
