is there a server setting or something to increase it a little?

PlayerEncumbranceMultiplier=1.000000
PlayerEncumbrancePenaltyMultiplier=1.000000

Exist in the ServerSettings.ini

Dont know if they do anything though.

Since its a multiplier changing the encumbrance by multiplying it, the lower the number, the more you can carry.

A 50 pound thing would weigh only 25 pounts, if you set PlayerEncumbranceMultiplier=0.500000

i didnt want to go too nuts with it so i set it to 0.8
