i dont even get a launcher if i have no internet.

After seeing your response, I tested this again this morning. With my rig disconnected from the internet, the launcher does fail to load. It took a couple of tries to get the game to start. It did take a pregnant minute for the game to start after the first two attempts. I do have Battleye enabled and that did generate some error messages. Once the game loaded to the menu, I did have to acknowledge the error message from Funcom Services.
i tested it just now with my internet disabled. it skipped the launcher and loaded just fine.
it looks like easy anti cheat is installed (but disabled in services, from a different game), but battle eye doesnt seem to be installed, that could be it)
setting steam to offline mode effectively disables online for conan exiles.
rather than the launcher being skipped if you disconnect the internat (which could be the reason why you cant load or start a new game), the launcher loads as usual and loading the game through the launcher works as usual.
you will get the same cant log in error but the game will load your save and you can make a new game. when you click the battle pass and bazaar tabs, they will give you the same error that they cant be used in offline mode.
conan exiles has an offline mode.
Edit: seems like funcom needs to create an offline mode for their launcher.
Though if you have bought anything in the Bazzar, earned anything in the battlepass (even freebies) or unlocked anything via Twitch drops, playing the game in offline mode will remove your access to those items until you reconnect to the Funcom Live Service.
That's because those items are tied to your online Funcom account, they're not part of your actual game files or steam account.
Which certainly begs a lot of questions regarding what will happen to those items in the inevitable future when Funcom terminates this online service for Conan Exiles..
Either they'll make it so the items become part of the actual game in some way so players won't loose them or... well they'll just be gone forever and tough **** for all those who bought/unlocked them over the years.
Too big a gamble for me personally, which is why I'll never support the shop or the battlepass.
I wrote "without internet". Steam offline mode is different than when you don't have internet access. The launcher will not start without internet access (BattleEye Error) - even if Steam is in offline mode.
Only Steam offline mode, but with an internet connection the launcher starts and also the game in single player.
When you start the game without any internet the following will happen.
As stated previously, you can start the game from the executable when you do not have any internet.
first BattleEye install prompt pop up then after that game start as normal.
The game load to the menu, it said "can't connect"
After closing the message, the game work like normal. I don't have access to the Multiplayer or the Bazaar and Battle pass but I can still start the single player game.
I even tested to see if the .exe method work and same result.
