There are several, authorized, sites where you can still get good deals and sales without resorting to those sites.

And if that doesn't convince you (it rarely does for people, for some reason), the Complete Edition keys on grey sites area almost always old versions of the Complete Editions. You know people have bought an old key because they will scream at Funcom because the key they bought on a grey site didn't come with the Isle of Siptah (or whatever else). Like Funcom can control what grey sites do lol, or any developer for that matter.
To answer your question though, yes you can do that. Steam will just activate everything else and leave the base game alone.
All you had to do was say that last sentence lol, I usually purchase my games off of humblebundle or check isthereanydeal for lower prices, I can get it on humble for $50 less which is why i was asking if the complete edition is activatable if you already have the base game.
From what I understand, cdkeys is a grey market site as well but they're one of the more trustworthy sites.
I appreciate people taking the time to give their insight, I learned about a few new sites to check out and pitfalls to avoid from his post.

(Hat tip). I don't fault people for not knowing about the dangers and bad things of grey sites. I didn't, I'm just as guilty as everybody else having bought things from them over the years, thinking it was fine because I read that it was fine on some reddit thread.
But, then I learned, I got educated on the matter. I no longer purchase on grey sites. And that's what drives me bonkers. I've sent sources to people, given this same little "rant" to many others (verbally and forum), and it almost always (as I said) falls on deaf ears. One incredibly frustrating instance when an actual developer chimed in, in this person's presence, and told them what I was saying was correct and that the grey site they were marketing on their Content Creator platform was great to use. And what did that Content Creator say? Well, "their friend" told them it was okay, so the developer, of the freaken game they were playing, was lying or wrong.
Its understandable to simply not know. Its when you do know and STILL do it that makes steam come out of my ears.
I live on a fixed income so it’s difficult for me to afford games a lot of the time, I’ve used g 2 a a lot in the past and have had no issues with them but now I mostly just use isthereanydeal to look for a better price on trusted sites or wait for Steam sale, I would never shop on a grey market site for games that have just released like Hogwarts Legacy but I know some people do because they usually offer around 15-20% discount on newly released games and some people will do anything to save a few bucks lol.
