As for the repair kits... I'm not sure... haven't used them all that much aside from the legendary ones to be fair. I thought they would repair it to like 75% too, but maybe it caps off at hardened steel now.. (you can repair hardened steel with that - at least you should be able to)
In terms of resource cost normally once you are at advanced kits or better they become more cost efficient to use than raw bars. With the correct type of tier 4 smith, legendary kits are quite cheap to make and do not need star metal, overtime using them can be a significant saving of star metal. If you do not have access to the recipe. they are not too difficult to farm, the mini boss enemies inside the unnamed city drop them regularly. If on siptah i believe those same enemies spawn in the ruins of x'chotl.
I'm not sure if I am being lucky in single player, meteor showers happening every time I visit the place after few minutes, or if the horror stories of players sitting afk in single player for hours waiting for meteors are not true anymore.

At least I read it in some patch-notes.. either for one of the hotfixes we already have or the one we're gonna have tomorrow, but it's addressed :)
I didn't even know that was considered a bug, just thought it was normal.
