It's just as lame as the "you can't climb here" messages you get in most dungeons. They put those "no climb surfaces" in dungeons so you can't easily bypass some of the puzzles or have to take certain routes, and I can forgive it if the surfaces are vertical and too smooth to climb, but there are many places where characters aren't allowed to climb that aren't smooth and would be easy to climb.
Climbing wasn't an original part of the game (it was added in before the full release, but there was a time when you couldn't climb at all). The dungeons were designed with that in mind. Once it was added, it would let you bypass doing the dungeon properly, so climbing wasn't allowed in dungeons.

Some recipes come from exploring and finding books, papers, or whatever. Sometimes you can activate flags or other parts of the scenery at a location to learn to craft things. There is often a stone or something in the boss room of a dungeon that also teaches you how to craft things. Some recipes also come from collecting Fragments of Power at level 60, and turning them in at a scrollcase near the Archivist in the Unnamed City. Talking with certain people can also unlock feats, which is usually how you learn the other religions you didn't start the game with (why spend 50 feat points when you can get it for free just by talking to someone?).
Chests do have a quite long respawn timer on them so in single player game they respawn annoyingly slow, but on server you can go and collect them once a day. Presumed no-one else gets them before you. Surprisingly few people know their locations or even their existence though.
