I'd prioritize latency if you don't really care about anything in particular. Trying to play on an official server with a ping close to the 200 limit is not fun. You'll also get lag spikes that could make you disconnect, or unable to connect at all, if you frequently have a ping near 200.
I'm on official PVE servers #6111 for the Siptah map and #1737 for the Exiled Lands map. Latency to both seem good for me so they might work well for you if you're in North America as your profile indicates. Both servers seem to be moderately populated.
I joined about 6 other player servers and all my time and effort has been wasted because the hosts of the servers got bored and didn't wana pay or play no more so all of us players lost all our hardwork and progress.
Its better to join a PVE official server or play solo Don't trust other players to host a server when all your hardwork can be lost.
Also official servers are good it dont take long to do anything I play solo and I get endgame stuff pretty easy and quickly.
But if this is going to be OP's first playthrough, any Official server with good ping is probably your best starting point. Keep in mind that you'll need to login at least once per week to prevent your constructions from being deleted. If you think that's going to be an issue, just keep everything important to you in your inventory when you logout so you won't lose it.
The type of player atmosphere you're going to run into on an Official PVE server is pretty random. Some servers are chatty and friendly, some are dead silent at all times, and some are toxic and grief each other with whatever exploits they can in PVE (mostly land claim shenanigans). Usually you'll find out pretty quickly which it is if you login during high population hours. If you pick a bad one, just try another. It's a roll of the dice in my experience. The only Official PVE I've logged into lately is #1500, and I'd put that somewhere on the Quiet/Friendly spectrum.
Keep in mind if you log out in an unsafe area players can find and kill you while you're offline during the PVP hours. It's also full loot PVP so they can choose to take everything you're carrying. I learned the hard way that players will absolutely do that. It's easy to counter, though. Log out in a very safe place that they can't possibly access, and if you want to go a step further just put your gear in a storage container before you log out.
If you don't like that server you can always switch later but will have to start a new character if you do since the character transfers are offline.
