I only use weight reduction armor kits for myself & armor increase for the thralls when I feel like I have enough mats to sqander. I do not think the armor increase of these kits make any noticable difference. Might be wrong though; just gut feeling here (but then again: Heavy armor user; the difference between what the base armor has and what a kit could add is even bigger there).
Anyway, the reason it's not as much use on heavier sets is due to diminishing returns as your armour value goes up. 80 armour gives you about 24% damage reduction but 160 does not give you 48% since it's not a linear progression. It takes roughly 250 armour to get to around 48%. Getting to 72%? About 630-ish and the curve really levels off around here.
You can check your actual damage reduction under the stats screen. Take everything off and look at the value, then add one piece of gear at a time to see the difference each one makes. If you're wearing the lowest tier light suits of armour you will notice a difference even with 1 or 2 more points per plate that you add.

As for using the controller to apply the plates some websites I looked at indicated you can but they were PS-4 instructions however you'd think the controller functions would be essentially the same, right? Of course, they are probably not.
Anyway, the instructions I read said to unequip your armour first and make sure it's fully repaired. Then use the controller to highlight the plates in your inventory then hit your "use" or pick up button, whatever that is. Once you do then move the highlight over the armour and hit the button again. I've never tried playing Conan Exiles with a controller on my PC so I have no idea if that will actually work.
I re-read what you said you did three times to be sure I read it correctly. it sounds like you're choosing the armour first, then the plate mod. The instructions indicate you have to select the armour plate mod first, then the armour. If you can't get it to work let me know and I will break out my controller and try to figure it out.
