Acheronian Legate Primus Armor

How do we find / get, and learn the Acheronian legate primus recipe?

there is a scroll that teaches the armor set but i cannot find anything about it online. and i havent come across it in game. (you can see and spawn the scroll using admin mode. as well as the armor itself)

I have killed a hundred sorcerers and it doesnt seem to drop from them, i searched the cave where you learn sorcery(in siptah), i flew all of siptah in admin and went to every Acheronian ruin i could find. looted the spell pages around the sacrificing altars around the world to see if it would spawn there rarely instead of a spell page, from what ive seen it does not.
spent 100 fragments of power in siptahs tower to see if it was added to that loot table, it isnt from what ive seen.
the only other thing i can think of besides hiding somewhere on one of the maps, is it drops from the vaults or pools / schematics as a recipe.
other than all that im at a loss, i dont think its actually in the game and obtainable.

NOT the Acheronian legate armor from the bazaar. the legate and legate primus are two different sets, and no its not in the battlepass, the Theurgical Aegis is in the battlepass. the legate primus armor can be spawned in admin mode, and does have a recipe. so it must be in the game and not purchased? as everything else you have to purchase will not spawn in admin mode.

maybe with mod like "sorcery tweaks" that adds additional spells to the tome. One of the journey-steps is to upgrade your tome afaik. So if you already completed it, that may be a problem.
