When the game loses its challange, ie you kill every thing with a single thought and take next to no damage the game becomes a building simulator.
Everything in the game is locked behind something else, the silent legion armour is no different, being end game you need star metal, and you also need the advanced amourer and the advanced mats to craft, these irrc are around the same level.
However I do agree with you that you should be able to retain the knowlage, perhaps having to spend a feat point to unlock it should you pick it up out of sync.
