Can't craft Cimmerian Steel Armor?

I don't see Cimmerian Steel Armor in the regular armor feats anymore and I learned it under the Exile Epics but still can't craft it. I have a T4 named thrall armorer, do they need to be Cimmerian? I can make every other armor in the game so the question is, am I doing something wrong or is the game bugged?

they have added recipes for armour that need to be found,
ie the hyena armour recipe is on a bench near the black ship.

I don't know if this is also true for the Cimmerian armor, but it is possible.

You need to build the Improved Armorers bench.

Thank you, my recipe list is jampacked with stuff and I didn't see the last learned recipe in Exile Epics either.
