9999 ping to an official server
I've been disconnected from the official server #6423 and cannot join no matter what I try, . This has been going on for more than day. I've tried from the server browser and direct connect (ip and port 176.57.174.185:28500). In the server browser it shows 9999 ping and with direct connect "Connection timed out! Could not find server"
Does anybody know how to get around this issue? Is the server actually down?

Let's find out.

Please run tracert. Get the IP from the server list, then:
> windows key
> run
> cmd
In the black dialog box (medium window) enter at the cursor:
> tracert (then a space and then the IP address)

Copy the trace from the dialog box and post it here. We'll help you interpret the results. No sense guessing when we can run a trace.

Although I see a couple of quirks here, I don't see a 9999 ping. Did the problem clear up? Did you have a VPN going before and remove it for the trace?

The quirks I see are an iffy ISP by European standards; 74ms to process a packet is unrealistic. So rdsnet is using some outdated routers. It's enough of an issue that you might lose the shot in a competitive FPS, so you might think about changing ISPs. The other quirk I noticed is the server that is the target of this trace is not an actual CE server, it's a DDOS mitigation server run by Ociris in Germany. So even if you don't have a VPN that you turned off for the trace, Ociris could have blocked you as part of a response to someone else's DDOS.

Do you have a VPN?
Did CE have a DDOS that they had to hire Ociris to block?
Remote chance your machine was part of the possible DDOS, wouldn't hurt to run a deep scan on your own machine to make sure there's no malware.
Anyway, the trace is relatively clean. You should be able to connect.

When ever I look at my in-game server browser most of the officials show ??? for player count and 9999 for ping.

this happens to me every week its quite fun how you cant play for what you paid for.
