Difficulty map and base placement

Is the purge tier map a good estimation of the map monsters levels? I'm considering moving my base to another area but I really don't know where.

More precisely, do you advocate against settling in an area which is purge tier 2 if you don't have tier 2 construction materials (what are they?).

Yes and no.
Some purges reach far into what i'd consider low/starter area, while beeing able to wreck a not heavily fortified place.
It also depends a bit on your purge difficulty setting.

Basicly, the further north you go, the harder it gets.

Or (Disclaimer, roughly based on my opinion).
Starter: The southern desert.
Low: The central desert excluding the savanna.
Mid: The highlands, jungle and desert above the nameless city.
High: Snow, cimmerian wood, western desert.
End: Volcano.

Some purges are stronger than others, a purge of undead may contains an undead dragon or an avalanche of rocknoses may contains an avalanche/rockslide.

T1 is sandstone, flotsam. T2 is sandstone, which needs iron reinforcements, shaped wood and basic bricks, T3 is black ice and dlc, which needs black ice (BI only), steel reinforcements, hardened bricks and insulated wood.
Imo its more about how many defenders you got, rather than what tier you use.
T3 alone won't save you from a purge, it will only take them longer to tear down. Thralls, pets and players it what makes it safe.

I came to realize you never read the names of monsters, that they are still alive and fighting you or dead ... How do I identify them in the end, to discuss with friends or check the wiki? Is there a gear that identify them?

Afaik the only way to get the name of an enemy is to let him kill you. I know.
Else browse the wiki's creature part.
