What I would recommend you do is go to:
Steam\steamapps\common\Conan Exiles\ConanSandbox\Saved
and make a copy of either that entire folder or just game.db. That is the Exiled Lands save.
I would delete game.db (and DLC_Siptah.db if it's in there yet) and then try to start another Siptah game. Afterwards, you can re-add your backup of the EL save to the folder so nothing's lost.
That helped solve the problem on my end, though it may not work for everyone.
It's almost like two different games.
This is wrong. Isle of Siptah can be played with the normal client.
