perhaps the cage in the camp was empty? look around
Does that mean that if I can find a camp with an occupied cage I can use my key on it without fighting the local jailer if he is busy with my Thrall?
I had a Pet with me, and had to keep picking one or the other up and moving it while the other followed me. That meant I kept getting the You have to set your thrall on a walk-able floor or something like that.
I finally found the best way was just to keep changing which one was following and then tell them to stop and go back and get the other one and bring it up.
It was a pain and time consuming while having to fight things that attacked me on the way.
