Shieldwright or Scoutwright for heavy armour?

Which should I use? Is it better to buff up heavy armour's defense even higher, or to lower it's burden on your encumbrance?

Shieldwright and Bladesmith.

More armor and more damage.

I don't carry stuff i don't need and i'm OK with the mobility hit.

(i'm also too lazy to take the time to fully understand armor penetration so i always opt for more damage)
