For supplemental gear like Climbing Gloves/Shoes and the Sandstorm Mask a T4 Armor Weight Thrall is fine.
Since followers don't have weight limits you'd obviously swap out the Weight Reduction mod for something like Armor Plating.
I'm pretty much the same. For personal use armour I use a T4 maximum armour thrall then apply the weight reduction mod. For thrall armour I use the same armourer then apply bulk plating for the absolute maximum armour value.
Back when I played last, heavy armor was a sin due to not being able to dodge roll.
About the armor kits, I only really use the weight reduction on and heavy armor.
But to be fair, I never tried the flexibility one.
That being said, for PvP I'd be inclined to go medium armour instead of heavy because there are a few weapons with insane levels of armour pen and not getting hit is way better than damage mitigation from armour. For SP or co-op though I prefer maximum possible armour with weight reduction mods applied.
If I wear anything else, it is usually light armor with extra plates.
