Verifying didn't help for me either but clean reinstall worked both times.
Go to browse your Conan files in steam from local files or wherever, and DELETE THE WHOLE Conan Sandbox folder. This will be 70-80 gigabytes worth of stuff, but then afterwards go re validate your files and do that whole process normally and you should be able to get back into the game. No need to do a complete reinstall, but rather just a partial one.
Keep in mind, this fixed my issue of getting blocked out of the game for DAYS and not being able to get past the OPENING cut scene, I was trapped and this fixed it right up for me. I hope this helps you!!!

Im happy to see that this worked for some people, I did it for my buddy too a while back and it ended up working out for him too! Hopefully people keep coming back and finding this thread.
I unsubscribed from all my mods, deleted (renamed) the modlist file and deleted all the folders located in: steamapps\workshop\content\440900
The 440900 folder is specifically for the Conan workshop mods.
That fixed the problem. I added some mods back and was playing shortly after.
I was able to solve it by deleting smaller files from this directory and re-verifying with steam to get them to be redownloaded.
On the off chance a developer sees this, you need to be pruning files out of this directory that don't belong, not just downloading the right files. Or only load the assets you need and not everything in this folder. Or, have the error tell us WHICH files don't match! Redownloading an entire game of this size is not easy for everyone.
