Best loot is not in any dungeon. Best loot is from chests you open with skeleton keys.
But you can unlock receipts to make good stuff from some dungeons .
I love the silent legion armor set (from the Black Keep)

My pick is
Weapons and shields from farming skeleton keys.

Obsidian tools from the volcano
