You can also find non-hostiles NPCS out in the wilds, they can teach you religions and emotes.
I don't know why but even the guys praying at Mitra's Serenity attack me on sight, despite Mitra being a good God.
In the city, you can go up to two guards, both are non hostile. You can then kill one and cut it up in front of the other guard and he does nothing until you start attacking him next.
They really need to fix the 'non hostile' NPC's before they design to add any more. They really need a faction system, where some NPC are non hostile until do do something to annoy the faction they are linked to, then they become hostile forever.
At the moment, the city is an easy farm where you can kill and rob anyone and no one will stop you. (well almost no one, there are a few that will be hostile)
You'll find respit in Set City, but don't turn your back on anybody.
And that's the problem. NPCs are not real NPCs, they're just a game mechanism, they're here to be enslaved and nothing else, or teach you their religion or an emote.
They shouldn't be hostile because that's not a logical behavior. When a lonely naked guy with a stone sword sees you, with your nice armor and steel weapon, they shouldn't attack you just to be cut into pieces in 3 hits, that's suicide.
If at least they could have some group behavior, like, the sentinel sees you and alert all his buddies and they all start running after you, then yes they could have a chance.
Last time I saw an NPC attacking two spiders. I thought it was cool, until I realize there was one of his friends standing 5 meters away doing nothing. Then the spiders killed the guy and attacked the other one, killed him too, and proceeded to kill every guy in the camp one by one.
In the end there was one sentinel alive, too far away to aggro the spiders so he just watched all his buddies getting killed and didn't budge.
