As always, it depends...
what is the most important for you?
Landscape? (desert/ Frozen North?)
Ressources?
Geographic location? (proximity to a maximum amount of other locations such as dungeons/NPCS camps/border zone between the south and the north...)
Farming Thralls?
Deep water nearby for fish traps and stuff? or for swiming pool area?
personnally, my favourite spot that matches most of these points is at the oasis near the mitra statue and close to the dogs of desert Den, it is almost right in the midlle of the northern desert, but there are a ton of other nice spots to build...just tell us what is important for your taste.
At lvl 60 i can afford pretty much everything i need with recipes, but you'll have to make choices about weapons, religions and decoration stuff.
For now i think you can still use yellow lotus potion to respec and rebuild your character, but i've heard from the devs that they intend to restrict or even remove this feature over time, so be prepared...

As for the rest of your question, that depends on what you want to build. There is no location that will let you conveniently build in all styles, and personally I think that's a good thing since I try to RP my stuff as much as possible, so what counts as a good location depends on what you're looking for.
If you want an Egyptian/Middle-Eastern theme there are some good spots in the Oasis north of the Relic Hunter city (west edge of the map, you'll be able to tell the oasis just by looking at it) to set up a base and they not only have good access to a lot of resources but also water and a source of Stygian, Shemite, and other desert-themed Thralls.
If you want Dogs of the Desert (savage fur-clad tribals) I would personally set up in Sandscour Pass or the surrounding area (to be perfectly honest I don't actually know if you're allowed to build in it, but I plan to eventually set up an outpost there so I'll test it and see sooner or later). Sandscour Pass is a narrow ravine that seperates the westernmost portion of the map from the central savannah, and is located directly between the Den (the Dogs of the Desert capitol) and the Ruined Spring (the only natural source of Brimstone [which you need to make steel] in the game). It also has a decent amount of resources, and a pretty low amount of enemies in the pass itself so getting established shouldn't be *too* difficult.
For a Darfari (African cannibal) themed build I can't really help, since I've yet to see good locations down in the south because I avoid it like the plague. A lot of their territory is crawling with spiders, which doesn't agree with my sanity. You could set up in some of the fringe areas of the Dogs of the Desert territory and just trek a bit to some of the Darfari camps, but it would be hard to get their unique Thralls since that camp is kinda tucked away.
I have equally little idea for locations near the Black Galleon (the capitol of the pirate faction who's name I don't even remember), though I expect there are quite a few places along the river or in the nearby mountains you could establish yourself if you don't mind the spiders or crocodiles.
Up in the North pickings get slimmer. There's a nice little ruin near the three towers that I don't remember the name of which has a nice selection of resources and a good source of Nordheimer Thralls, but is a fair trek to their capitol (and thus most of their useful Thralls) that requires dodging a trillion wolves and a pass crammed with giant monsters. I looked for areas adjacent to their capitol, but have yet to find a good one.
For the Cimmerian faction I don't think I ever knew the name of to begin with over in the north-west I have little idea. I barely went into their territory, and have yet to even find their capitol as far as I'm aware.
Anything north of those two factions, where the map actually gets snowy, you shouldn't even bother with. Yes there are some nice places to get resources, and are your best bet for Black Ice and probably Star Metal (the top tier resources for the North), but there are no sources of Thralls up there and I'm told that the meteors that drop Star Metal can destroy your base if they hit it and there's no indication where exactly it is that they land until it's far too late.
If you want something fairly mixed, despite everything I've said, then I recommend building along the border to the North and the South where the savannah meets the mountains. There's water there, a fair abundance of animals (when the game isn't glitching, that is), a decent pick of resources (not great, but alright), can easily be bridged to the other side of said water to provide easy access to the North, and is centrally located enough that it's not too long a trek to most of the Thrall types that you can take your pick from most of the factions.
I apologize for the wall of text, but with your lack of specific questions I felt it was best to be thorough in my answer. If there is anything more specific you want to know I'll do my best to answer it.
Anyways building seems to be a tad more complicated regarding foundations. I tried to build a platform on top of the oasis of the south west entrance of that big undead city but at some point my foundations randomly say "nope". It looks like a maze now, duh. It also bothers me that some little things like stones that are little, but cannot be picked up, are not removable. Also things like grass just sticks out of the foundation.
For the mods: I tried it just the way you did but what happened was, that my loading screen froze, turned black and then after a few minutes it just crashes. And I only used mods that got updated recently.
Did it tell you that you're not allowed to build there, or did it just simply not snap to the end that you were trying to build on? If it's the latter it's a glitch, and exiting out to the main menu and going back into your game will fix it (until it shows up again after five more placed foundations at least...). If it's the former, that's because you're not supposed to build in the Unnamed City.

Regarding building near the unnamed city:
It wasn't IN it, it was the oasis south west of it, near the western cursed border on top of the canyon, norteast the city and south the river I think. It just didn't snap /it snapped randomly, but never as wished. If this occurs every 5 foundations, that would be quite an annoyance, but it is beta so I think that will be fixed somewhere in the future ^^
Yeah that would be the glitch I talked about then. It's a huge pain, I ran into it pretty much the whole time I was laying down the foundation for the walls around my base. It seems to trigger on top of mountains or ridges specifically though, never open plains.
Oh and I forgot to mention, you can raise or lower buildings/pieces so you can build your foundations higher than the grass and rocks and whatnot. I think you hold shift while scrolling the mouse wheel, but I can't remember for certain.
Some of my favorite spots when playing single-player:
In the South - Just to the northwest of the Sentinels is a watering hole. I'm currently building there, sort of sprawling around the southern edge of it. Lots of trees and rocks nearby, there's metal just up the hill near Dustdevil Ridge, and there's a cave with brimstone nearby, Sinner's Refuge. Gathering crystal isn't currently working, but there's a feral cave with some not too far to the West, I think it's unmarked but it's on the cliff paths just beneath Shaman's Rise. (Being SP, I just go clear the cave, then use the Admin Panel to give myself the amount of crystal I believe I've earned.)
I usually set up some furnaces near the metal nodes, load them up then go out adventuring and pick up the metal bars on the way back. I've traversed the map so many times when playing with my partner in MP that a "quick" run from the South to the North doesn't really bother me much, I have the preferred route committed to memory, and set up a Carpenter's Bench (to restock my Set snake arrows) at a midway point, along with a 1x1 box so I can go afk for a minute without worrying.
In the not-quite North - Just southwest of Telith's Island / Sanctuary Ruins, the Boundary Spillway creates a couple of interesting pseudo-Islands that my partner and I have built on when playing on servers. You can use the surrounding multi-level rock formations to do some interesting things with elevators, etc., too. 'Tis a bit of a hike to get to Shattered Basin for brimstone, but the stuff doesn't weigh much so you can probably clear the whole place each trip to get enough to last for a bit.
That location offers fairly easy access to the Savannah, and once you've got the lay of the land, a trip to Icespire Chasm for Black Ice isn't too terrible of a trip. There's an NPC camp that usually spawns decent archers for thrall-taking, The Pocket.
