Can't reload into game after death or DC

For the most part me and a few buddies will get DC'ed while running around several times an hour. On average it will take anywhere between 10-30 minutes to reload into the server. Last night if one of us would die, we would get stuck looking at our dead bodies...forcing us to quit and reload. Once this happened it's been a non-stop "Preparing Character".

I've seen a few posts about this but no real answer...is this a server by server issue or a bug that needs to be reported to the devs?
